The information that follows was provided during a 10 March 1999 telephone interview by staff of the Departmental Delegation of the Civil Registry of Colombia in San Andrés, a federal public entity responsible for keeping civilian records and electoral information in the Department of San Andrés, Providencia y Santa Catalina.

The gubernatorial candidates for the Department of San Andrés, Providencia y Santa Catalina in the October 1997 elections were: Leslie Maffya Bent Archbold (Partido Liberal Colombiano), Dilia Esteph Robinson de Saavedra (Partido Liberal Colombiano), Alfonso Reno Rankin Lung (Partido Liberal Colombiano),  Rigoberto Moreno García (Movimiento Nacional Progresista), and Ralph Julio Newball Sotelo (Movimiento Educacion, Trabajo y Cambio Social). Mr. Leslie Maffya Bent Archibald of the Liberal Party was elected governor.

The staff stated that, to their knowledge, there has been no political violence during or resulting from the gubernatorial elections, adding that the only unrest seen in recent years in San Andrés has been due to labour disputes, mostly a consequence of the very high population density of the island--more than 50,000 inhabitants in less than 44 square kilometres--and its current economic pressures.

The current governor of the Department of San Andrés, Providencia y Santa Catalina, Leslie Maffya Bent Archbold, began his term in 1998 and is expected to conclude it in the year 2002 (Departmental Government of San Andrés 1999).
