Please find attached a copy of the speaking notes from Lawrence Brooks of the Canadian Security Intelligence Service (CSIS) in Ottawa. Mr. Brooks was a member of a panel that discussed the present conditions in Punjab, India, at a 24 January 1997 conference hosted by the Immigration and Refugee Board (IRB) in Montreal.
