Cuba has transformed a small island into a "city of schools" where thousands of youth from around the world are drilled in mathematics, mechanics and Marxism (The Associated Press, 23 January 1984). The "outstanding academic performance" of the Ghanaian students was noted by the Cuban Foreign Minister on 19 March 1984 during an official visit to Ghana (BBC, 21 March 1984).

According to a report published by the Foreign Broadcast Information Service on 27 August 1986, the USSR and other socialist countries including Cuba offered 200 scholarships to the government of Ghana. The scholarships offered by China and Cuba were reported to be for medicine and engineering (FBIS, 27 August 1986).

During the first meeting of the Joint Ghana - Cuba Cooperation Committee on 12 February 1985, it was reported that twelve university students were scheduled to leave for Havana on 14 February 1985 (BBC, 16 February 1985). However, the article does not indicate the universities from where the twelve students were selected.
