The attached four articles provide information on the existence of two regions in Afghanistan, the province of Herat and the four central northern Afghan provinces of Samangan, Balkh, Jowzjan and Fariab, where in comparison to other parts of Afghanistan such as Kabul, the overall human rights situation is much better. These regions are controlled by local military leaders who are not following the policies of the Kabul regime. The attached articles do not specify whether people fleeing from different parts of Afghanistan are allowed to reside in these two regions. Referring to the four central northern Afghan provinces, the attached Agence France Presse report notes "a serious security breakdown in the region" (17 Oct. 1993).
