A source from the Secretariado Uruguayo de la Lana (SUL) in Montevideo stated that the SUL is a private, non-profit institution for public benefit ("institución privada sin fines de lucro, de beneficio público" in Spanish) that represents the interests of Uruguayans involved in the production and trade of wool (28 Nov. 1991). The SUL is affiliated with similar organizations from the world's main producers of wool: Australia, New Zealand and South Africa (Ibid.).

A source from the Uruguayan Ministry of Livestock, Agriculture and Fishing indicated that the SUL is a private organization involving those in the wool industry, and not a government institution (28 Nov. 1991). When asked about the existence of unions in the SUL, the source mentioned the Asociación de Funcionarios del Secretariado Uruguayo de la Lana (AFSUL), not as a syndicate or trade union but rather as an association of employees of SUL that may include among its members management and high-level executives of the secretariat ("funcionario" in Uruguay is a term describing employees in general; "funcionario ejecutivo," for example, would describe a middle or top-management employee) (Ibid.). The source added that AFSUL's goals may not be the same as those of a trade union, although it apparently has the purpose of obtaining or providing for different benefits and services for its members (Ibid.).

Additional and/or corroborating information on the requested subject could not be found among the sources currently available to the IRBDC.

Information on labour unrest involving either the SUL or AFSUL in the first half of 1991 could not be found among the other available sources consulted for this specific issue by the IRBDC.
