1) According to an Education Adviser at the Embassy of the United States in Ottawa, entry to a university in the United States can be refused on the basis of an applicant's failing the TEFL English exam (16 July 1992). The Adviser further reported that the decision on whether or not to grant an entry visa is not related to the student being accepted in a university in the U.S. (Ibid.). There are numerous conditions under which the Consulate of the United States can refuse an entry visa (Ibid.). This commonly happens if the Consulate Officials believe students will not return to their country of origin and if their financial situation does not allow them to pay their tuition fees or live decently in the United States (Ibid.).

2) According to an Education Adviser at the Embassy of the United States in Ottawa, the United States Embassies do not usually administer the TEFL English exam but it sometimes happens, depending on the situation (Ibid.). The Adviser stated that it is the student's responsibility to make the arrangement to take the TEFL exam (Ibid.). The Embassy of the United States, or the university, is not responsible for either providing or administering the TEFL exam (Ibid.).
