Selon Country Rep orts, en août 1988 la Fédération des employés de la fonction publique («Federation of Public Sector Employees, FENASEP») organisa des arrêts de travail et des manifestations sans intervention du régime (1989:666). D'autres arrêts de travail suivirent en septembre impliquant surtout l'Union des électriciens et des ouvriers du port («electrical and port worker's union») (1989:666). Country Reports rapporte que «The regime responded to these labour actions by firing over 100 of the workers involved, and by detaining some forty union members, (...)» (Ibid.). Par la suite, des officiers militaires ont été placés à la direction des activités portuaires et de la compagnie d'électricité. (Ibid.). Toujours selon Country Reports, «(...) the regime threatened antiregime public sector workers with dismissal if they persisted in job actions. There have been reliable reports of actual politically motivated firings in the public sector work force» (Ibid.).
