An official at the Embassy of the Republic of Albania in Washington, DC stated that Albanians outside Albania cannot procure new passports without returning to Albania (28 Jan. 2000). If an Albanian outside Albania who wishes to return to Albania does not have a passport, an Albanian embassy can issue him or her a laisser passer which is only valid to return to Albania.
