According to a representative of the Salvadoran Cultural Workshop in Ottawa, the Organización de Sindicatos Independientes Libres de El Salvador (OSILS) (loosely translated as Organization of Free and Independent Unions of El Salvador) was established in the mid 1970s and adopted a pro-government stance in the press communiques and pamphlets it published at the time (5 Nov. 1991).

According to a representative of the Central de Trabajadores Democraticos (CTD) (loosely translated as Democratic Workers Central) in San Salvador, El Salvador, OSILS comprises different sectors of the trade union movement including at least two public-sector organizations, a small representation from the commercial sector and finally a small sector of the peasant (campesino) movement (e.g. a few peasant cooperatives) (6 Nov. 1991). OSILS' members are principally from the capital city area (Ibid.).

According to information received from the Federación Nacional de Trabajadores Salvadorenos (FENASTRAS) (National Federation of Salvadoran Workers), OSILS still exists although it is not that active (6 Nov. 1991).

Attached please find a fax received from the FENASTRAS office in San Salvador which outlines some recent OSILS developments.

Further information on the subject could not be found among the sources currently available to the IRBDC.
