The information that follows is taken from an unofficial translation of a response prepared by the Venezuelan Program for Education and Action on Human Rights (Programa Venezolano de Educación-Acción en Derechos Humanos, PROVEA), and is provided here for your reference.

The DISIP is a government security organization that belongs to the Ministry of the Interior. It is responsible for internal security control, in other words, for political policing ("policía política"). The DISIP's structure and staff size have not changed much over the years except for the heads, who change according to the political party in power. In 1992 the DISIP was responsible for the majority of human rights abuses (arbitrary arrests, raids and torture) that took place after 4 February and 27 November, when constitutional guarantees were suspended.
