The attachments refer to a March 1995 coup attempt by the elite special police units (OPON). The coup leader is alternatively identified as Deputy Interior Minister Ravshan Javadov (AI Feb. 1996, 1), Rovshan Javadov (AFP 17 Mar. 1995), Rovchan Djavadov (Libération 18-19 Mar. 1995, 9) and Jovdan Rovshanov (HRW 1995, 200).
The 30 January 1996 Azerbaijani Radio attachment refers briefly to the Azerbaijani Union of Democratic Youth and a request by the justice ministry to have it abolished because of its "terrorist activities against the authorities."
