Further to Response to Information Request MEX8952 of 27 June 1991, please find attached some articles which provide the only direct references on the Partido Frente Cardenista de la Revolución Nacional (PFCRN) since July 1991 currently available to the IRBDC. The attachments also discuss recent political developments which may be of interest.
According to the attached documents, the PFCRN supported a bill presented by the ruling party aimed at amending the consitution to increase the size allowed for landholdings and participation of private and foreign interests in their tenure (Latin American Newsletters 16 Jan. 1992, 6). Please note that the Partido de la Revolución Democrática (PRD) led by Cuauhtémoc C rdenas, which is not linked to the Frente Cardenista, opposed the land-tenure bill (Ibid.).
According to a previous report, the candidate of the ruling Partido Revolucionario Institucional (PRI) elected as governor for Guanajuato in 1991 was backed by the PFCRN (Ibid., 26 Sept. 1991, 6). The candidate reportedly obtained 53.1 percent of the votes, although the outcome was alleged by a rival candidate and party to have been the result of fraud (Ibid.).
According to the Instituto Federal Electoral, the PFCRN obtained 1,000,585 votes (4.36 percent of the total) in the 18 August 1991 congressional elections, winning 23 seats for deputies through a system of proportional representation (Latin American Newsletters 26 Sept. 1991, 7).
