The Embassy of El Salvador in Ottawa stated in a telephone communication with the IRBDC on 22 February 1991 that a person must make an appointment with the diplomatic representation to renew or obtain a new passport. For the appointment, the person holding the passport to be renewed or seeking a new one must take in person the required documents. For a new passport, the documents required are a copy (not necessarily an original or official copy) of the person's birth certificate ("partida de nacimiento") and the original I.D. card ("cédula de identidad"). For passport renewal, the person needs to take with him/her only the passport to be renewed. The source added that in Ottawa, with a scheduled appointment, the passports are given or renewed the same day the person presents the documents.

The Embassy of El Salvador in the United States provided in a telephone communication with the IRBDC on 22 February 1991 the following information:

For obtaining a passport for the first time, an individual must approach a Salvadorean diplomatic representation in person and present an original copy of his/her birth certificate ("partida de nacimiento original") and I.D. card ("cédula de identidad"). If the person cannot obtain in time an original copy of the birth certificate, a regular (non-official) copy of a birth certificate may be accepted. If the person was not issued a "cédula de identidad" (if, for example, the person was too young to obtain one), another piece of identification with a photograph such as a student's I.D. card may be accepted. However, a copy of the birth certificate cannot be substituted by another document. The Salvadorean representation normally takes two weeks to give the applicant a new passport.

For renewing a passport, the holder must approach in person a Salvadorean diplomatic representation and present only the passport to be renewed. The turnover period for renewal depends on the representation's workload. At the time of the telephone interview, the turnover period was estimated at one week.

The source added that the documents provided by the applicant are normally returned after the procedure is completed, and indicated that the procedure and documentary requirements for obtaining or renewing Salvadorean passports in the United States are similar in other countries.
