Information on this specific subject is currently unavailable to the DIRB. However, according to reports by the Agence France Presse (AFP), there is a rebel group known as United Christian Democratic Army (UCDA) (14 Jan. 1993; ibid. 20 Jan. 1993). One of the reports states that
UCDA, which has no declared political stand, was born after the 1987 defeat of the leader of the so-called Holy Spirit Movement, Alice Lakwena, who now lives in exile in Kenya and is regarded here as a maverick bandit (ibid. 14 Jan. 1993).
UCDA is reportedly led by Joseph Keny, an uncle of Alice Lakwena (ibid. 20 Jan. 1994). Both sources allege that in January 1993, the UCDA rebels abducted two foreign nationals and several Ugandans. According to the 20 January 1993 AFR report, the rebels later released all Ugandans, except one, whom they took away with the two foreigners. 1993).
This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
