Information currently available to the DIRB does not indicate whether members of the Issa clan are represented in the present government of Somaliland. The new Somaliland government reportedly includes several colonels from the Somali National Movement (SNM) (The Indian Ocean Newsletter 12 June 1993). President Egal is a member of the Isaaq clan but his vice-president is from the Gadabursi clan (ibid., 22 May 1993). The Indian Ocean Newsletter further reports that "all ethnic groups" were represented at the grand gathering of about 300 elders, customary chiefs, academics and politicians and soldiers of Somaliland which took place in Borama in February to discuss independence and peace among the Issaq, Gadabursi, Wasangeli and Dolbahante clans. The source does not mention the Issa
(ibid., 27 Feb. 1993). This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
