In a letter sent to the Research Directorate on 9 May 1998, a programme officer with the Memorial Human Rights Centre in Moscow stated that internal passports or birth certificates are not taken (temporarily or permanently) by government or airline officials when Russian citizens leave Russia. In Response to Information Request RUS29083.E of 19 March 1998, the programme officer stated that "The 'Memorial' Human Rights Centre is a non-governmental, non-profit organization based in Moscow devoted to investigating and publicizing human rights abuses and educating the public about proposed remedies to alleviate human rights."
