A 17 March 1995 report by the Canadian High Commission in Sri Lanka states the following:

Since hostilities re-commenced in June 1990 the Jaffna peninsula and much of the rest of [the] Sri Lankan northern province have been under the de facto control of the LTTE [Liberation Tigers of Tamil Eelam].... Nevertheless, the structure of Sri Lankan civil administration remains in place: in each district of the northern province (Jaffna, Mannar, Mullaitivu, Kilinochchi and Vavuniya) a Government Agent (GA) acts as the senior servant and chief representative of the central government; beneath him is the entire structure of civil government extending down to the Grama Sevaka (Headman) at the village level (3).
