According to a 26 June 1990 Reuters' article, international human rights organizations have long criticized Nepal for jailing people convicted of proselytizing, most of whom are Christian (Reuters 26 June 1990). On 12 June 1990, King Birendra granted amnesty to all people prosecuted for religious activities (UPI 12 June 1990). The King's decision and the traditional Hindu kingdom's securalization suggested by the drafters of the new constitution in 1990, caused concern in the Hindu society (UPI 12 June 1990; Ibid. 18 June 1990; Los Angeles Times 13 June 1990; Reuters 26 June 1990). On 9 November 1990, the King promulgated a new constitution. This Consitution retains a description of Nepal as a Hindu kingdom and forbids conversion through coercion or bribes. However, it guarantees greater freedom of expression for genuine converts to Islam and Christianity (Reuters 21 Dec. 1990). For more details, please refer to the attached articles.
