The sources currently available to the DIRB do not clearly specify whether or not the Kashmir Liberation Front (KLF) is distinct from the Jammu-Kashmir Liberation Front (JKLF). Elaborating on the execution of Mr. Butt in 1984, the Associated Press (11 Feb. 1984) and the United Press International (4 Feb. 1984) refer to him as the KLF founder, but Reuters describes him as a JKLF founding member (9 Feb. 1984).
The attached Asia Watch and Physicians for Human Rights reports on Kashmir, which provide information on major Kashmiri political groups, refer to the JKLF, but not to the KLF. However, the attachment from Revolutionary and Dissident Movements reports on KLF activities in 1989.
Attached please find two additional articles referring to the KLF and the JKLF.
This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
