Most recent sources available indicate that all Sri Lankans who wish to live in an area other than their place of origin are required by law to register at the local police station (Bush 4 Nov. 1992, 8; Ibid. 9 Oct. 1992; SLRC 20 Oct. 1992). Accordingly, landlords have the obligation to ensure that their tenants are registered with the police (Bush 4 Nov. 1992, 8; Ibid. 9 Oct. 1992). The same obligation also applies to relatives and friends who provide shelter to those arriving from another area (BRC Apr. 1992b, 3). All those, namely Tamils, who are unable to justify their presence in a given area during a control check conducted by the security forces could be arrested (CHRM Jan. 1992, 3; Bush 4 Nov. 1992, 9). Furthermore, the police often conduct raids on hostels known to be used by newly arrived Tamils (Rodgers 22 Oct. 1992).
