On 28 February 1997 the DIRB attempted to call the Jammu Kashmir Peoples National Party (JKPNP) overseas office in London at 011-44-181-521-2617, the number provided on the JKPNP official letterhead. There was no dial tone. On 22 May 1997 the DIRB attempted again to call the JKPNP in London at the same phone number. This time the following recorded message was given: "The number called is not available." On both 28 February 1997 and 22 May 1997 the London, UK, operator was unable to find a listing in London for the Jammu Kashmir Peoples National Party.
On 4 March 1997 the DIRB mailed a letter to the Jammu Kashmir Peoples National Party overseas office at 75 Upper Waltamstow Road, London E17 3QG, United Kingdom. Neither a confirmation of receipt of the letter nor a response to it was received by the DIRB. On 3 April 1997 a copy of the 4 March 1997 letter was sent by registered mail to the same address. On 20 May 1997 the 3 April 1997 registered letter was received by the DIRB, unclaimed.
The following stamps are located on the front of the returned envelope: (1) "R: Sécurité recommandé," in a purple square stamp, (2) "OTTAWA ONT: 3.IV. '97" in a circular red ink stamp in the upper right section of the envelope, (3) "CANADA POST 6.50" in a square red ink stamp in the upper right hand corner, (4) "151718 RP07/C.P. 7 APR 4 1997 OTTAWA ON K2P 1X0" in a square black ink stamp below the postage stamp, (5) "Return to Sender: Not Called For/Non réclamé, date: 13-5-97" in a square pink sticker covering the address. The number "P739 10/4/97" is handwritten on the left side of the envelope.
The following stamps are located on the back of the envelope: (1) the back of the purple registered mail sticker, (2) "REGISTRATION RECOMMENDATION 6.IV.1997 OTTAWA ONTARIO" in a red ink square stamp in the lower right hand corner, (3) a "Royal Mail International IR 3881 7635 1GB" bright green sticker on the left side of the envelope (4) a red ink square stamp with faint writing and the date 1997-05-15 stamped on top of the green sticker, (5) "REGISTRATION RECOMMENDATION 17.V. 1997 OTTAWA ONTARIO" in a red ink square stamp on the lower left hand side. Please find attached photocopies of both sides of the envelope.
