According to photocopies of sample identity cards received by fax from the United Nations Development Program (UNDP) Resident Representative in N'Djamena (attached), several differences can be noted in the appearance of Chadian identity cards (14 Dec. 1998). The identity card issued by the Deby government in 1998 (Document 'A') differs slightly in layout and most notably displays both French and Arabic writing, in contrast to the sample identity card issued by the Habre government in 1987 which displays French writing only (Document 'B'). The card issued in 1987 bears a six digit number on its cover, while the 1998 card bears a seven digit number. In both cases, the information recorded under "domicile" is a single term followed by the city name and not a complete street address.
