No references to specific anti-government demonstrations in Tulcea in 1994 could be found in the sources consulted by the Research Directorate.

There is one reference to Romanian lawyers "refusing to sign arrest warrants and attend trials, in a protest aimed at pressuring Parliament's lower house to scrap a communist-era law prohibiting them from private practice" (AP 22 March 1994). Participants included lawyers from Tulcea (ibid.).

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
