The Forum of Democrats for Renewal (FDR) was founded in February 1990 (Documentation-Réfugiés 16-29 Mar. 1993, 14) and has been officially registered in February 1991 (PANA 14 Feb. 1991). The fundamental objectives of the FDR are the establishment of a constitutional state in Zaire (établissement d'un État de droit au Zaïre), the fight against tribalism, corruption and disparities (la lutte contre le tribalisme, la corruption et les inégalités), and the promotion of national minorities (la promotions des minorités nationales (Documentation-Réfugiés 16-29 Mar.1993, 14).

The FDR claims to support neither the opposition side nor the "consensus group" favourable to President Mobutu (ibid.). Willy Kadima wa Kadima Luse acts as its secretary general (ibid.).

During a 13 September 1996 telephone interview, a representative of the Association Zairoise de défense des droits de l'Homme (AZADHO), a human rights organization based in Kinshasa, stated that the 29 July 1995 demonstration in Kinshasa was organized by only PALU-Unified Lumumbist Party members.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
