According to an official from the embassy of the Federal Republic of Germany in Ottawa, a passenger in transit through a German airport cannot legally file a refugee claim in Germany (28 Oct. 1994). However, it is possible that a passenger could sneak out of the waiting room for transit passengers and find his or her way into the immigration and refugee line-up (ibid.).
