Aucune information sur les enfants de personnes ayant participé à des manifestations et à qui en auraient refusé un passeport n'est présentement disponible au CDCISR à Ottawa.
L'article 26 de la Constitution panaméenne stipule que «Every person may travel freely through the national territory and change domicile or residence without restrictions other than those which the traffic, fiscal, health, and immigration laws or regulations may prescribe» (Blaustein and Flanz, 1980:4). Cependant, Country Reports rapporte que la liberté de mouvement a souvent été restreinte durant les semaines qui ont suivi l'ordre donné par le président Delvalle de démettre Emmanuel Noriega de ses fonctions (1989:664). Cette information est également reprise par Amnistie Internationale dans son rapport de 1989 (p.150).
