Angola is among the most restrictive countries in terms of the right to leave [Hannum H. The Right to Leave and Return in International Law and Practice (Dordrecht, Boston and Lancaster: Martinus Nijhoff, 1987), p.112-113.]. Some 5 000 Angolan refugees (thus having left the country illegally) in Zaïre were able to go back to Angola in October 1989, following an agreement between the Zaïrean and Angolan authorities ["Angola/Zaïre" Documentation-réfugiés, no.89, 12-21 October 1989, p.2.]. On 26 December 1988, the Angolan government announced an amnesty for all expatriates who had conducted subversive activities ["L'Angola: mise à jour", Documentation-réfugiés, Supplement to no.61, 5-14 January 1989, p.2.]. There is no more recent information available at the IRBDC to assert wether this amnesty, in light of the February 1990 renewal in UNITA-government clashes, has been respected or not.
