The U.S. Department of State report on El Salvador for 1985 does not discuss control of human rights organizations by the FMLN. The U.S. Department of State report on El Salvador for 1988 contains this claim. The IRBDC has not yet received the Human Rights Watch critique of the U.S. Department of State Country Reports on Human Rights Practices for 1988. However, a representative of the organization maintains that the Human Rights Watch is confident that the information provided by "Tutela Legal" is well documented, and all cases and numbers that it quotes have been investigated by the organization. [ Human Rights Watch (New York), 22 August 1989.] Tutela Legal is one of the organizations mentioned on page 564 of the report. We are unable, at this time, to add further information in respect of the question.
