The following information was provided to the Research Directorate by the Vice-president and the International Relations representative of the Agrupación de Familiares de Detenidos-Desaparecidos (AFDD), headquartered in Santiago, in a 17 April 1998 letter.

There is a chapter of the AFDD in the city of Valparaíso, which is located in RegiónV of Chile. This chapter is represented by Merari Agurto in AFDD regional coordination meetings (Agrupaciones de Regiones), which occur regularly.

As a rule, the AFDD does not issue any type of certificate to individuals who deliver information to the AFDD and does not in any instance make public their names. This is the only assurance the AFDD takes to protect its informants. However, the Santiago headquarters was unable to confirm whether the Valparaíso chapter issues certificates to its informants.

The letter stated that the AFDD is unaware of any person who has provided information to the AFDD, past or present, to have experienced problems.
