The Amnesty Report 1989 (London: Amnesty International, 1990) states in page 153 that two naval officers were imprisoned for signing a petition which requested a referendum on the "Ley de Caducidad" of 1986.

The Country Reports on Human Rights Practices for 1989 (Washington: U.S. Department of State, 1990) reports in page 755 "numerous attacks, generally late-night vandalism but some cases of arson, against the offices of political and labor groups, primarily but not exclusively leftist". However, the source does not specify if these attacks were related to the groups' position on the amnesty or immunity from prosecution for military personnel who committed abuses during the military dictatorship provided by the "Ley de Caducidad".

A correspondent of the ANSA news agency who covered the two-year campaign for the referendum indicated in a telephone communication with the IRBDC on 4 January 1990 that during the campaign no major problems related to the referendum, such as death threats or assassinations, were reported. However, more recent (late-1989, 1990), specific information was not available to the source.
