The Confederation for an Independent Poland (KPN) was formed in 1979 and is currently led by Leszek Moczulski (RFE/RL 21 Jan. 1994, 17). According to a spokesperson for Radio Free Europe/Radio Liberty in Munich, KPN members were subject to police harassment before 1990, but since this date have been recognized participants in the political process and have not suffered discrimination (28 Sept. 1994). This information was corroborated by a Warsaw member of the Helsinki Committee in Poland, who stated that after 1989 the KPN was not subjected to harassment (28 Sept. 1994). A spokesperson from Amnesty International stated that there was no evidence of KPN members being discriminated against because of their political beliefs (28 Sept. 1994). In a Polish Press Agency report, however, a KPN deputy claimed to have been the victim of a beating caused by his political beliefs (PAP 10 Sept. 1992).

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
