An arms smuggling scandal involving two Egyptians and a Uganda government official was reported in August 1992. The Egyptians and the Ugandan official, Innocent Bisangwa, were allegedly arrested in Orlando, Florida on charges of conspiracy to ship 400 TOW missiles and other arms to Uganda (UPI 19 Aug. 1992). Although the Uganda government initially denied involvement in the scandal, Innocent Bisangwa was later released on a $1 million bond secured with Uganda's $14 million diplomatic headquarters in New York as collateral (Chicago Tribune 30 Aug. 1992).
