For information on the council of chiefs or elders, please refer to Information Requests NGA18456.E of 26 September 1994, NGA9862 of 5 December 1991, NGA10201 of 30 January 1992, NGA10364 of 16 March 1992 and the attached document on the history of the council of elders among the Igbo.

According to a Nigerian professor of government, who specializes in African politics at the University of Texas at Austin, there are more than 100 tribes in Nigeria and each tribe has its own council of chiefs or elders. It is impossible to provide the names of the council of chiefs for the years 1991-1992 without doing research in Nigeria (26 Oct. 1994).

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
