For information on passport photo requirements, please consult Section 1, Subsection ii(c) of the attached passport instructions, which was obtained from the High Commission for the Democratic Socialist Republic of Sri Lanka in Ottawa. According to an official of the Sri Lankan High Commission in Ottawa, although the instructions state that the passport photos have to have a matt finish, since passport applicants appear to have difficulty getting such a finish, semi-gloss photos will be acceptable (8 Aug. 1995).

The official of the High Commission also stated that a passport photo, which is signed by an individual attesting to the applicant's identity, would not be accepted if it were endorsed three years before the passport application was submitted to the passport office (ibid.). The applicant would be requested to submit another photograph signed more recently (ibid.).

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
