According to the attached documentation, Komsomol members may join the Communist Party at the age of 18; non-Komsomol members no earlier than 23. [ George E. Delury, ed., World Encyclopedia of Political Systems and Parties, 2nd ed., Vol. 2, (New York: Facts on File Publications, 1987), pp. 1155-56.] There is no information in the sources usually consulted by the IRBDC as to the consequences for not joining the Komsomol.
