In 1964 the government of Kenya adopted an "Africanization" or "Kenyanization", plan to replace non-citizens with citizens in key areas of the economy. [ George Thomas Kurian, Encyclopedia of the Third World, Vol.2, (New York: Facts on File Inc., 1987), p.1047.] The Trade Licensing Act of 1967 provides for the exclusion of "non-citizens from various trades and professions and from all but five specified General Trading (geographic) areas.
