In a 1 October 1997 Internet e-mail to the Research Directorate, the executive director of the Consortium of Humanitarian Agencies (CHA) in Colombo stated that since the Emergency Group, now called the Northern Task Group, sometimes discusses sensitive information during its meetings, making its minutes publicly available could cause it "difficulties." Instead of providing copies of the minutes, the executive director mailed a copy of the May-June 1997 CHA Newsletter, which is publicly available and which contains situation reports on the North and East as well as information in the field of humanitarian assistance. Please find attached an entire copy of this newsletter.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
