1) Please find attached the requested excerpt from Atle Grahl-Madsen's Territorial Asylum. Melander's Refugees in Orbit is not available to the IRBDC at this time.
2) Please find attached a copy of an IRBDC issue paper entitled Sri Lanka: Repatriation. It is dated May 1989. In addition, a copy of an article regarding the UNHCR repatriation program in Sri Lanka, from the April 1989 edition of the UNHCR periodical Refugees, is attached.
3) A report in The Financial Times, dated 12 May 1989, states that although Colombo, the capital of Sri Lanka, is quiet, great parts of the north, east and south are no-go areas for the security forces in the day time. The article also alludes to the fact that the situation in Colombo and elsewhere in Sri Lanka may change because of the seemingly intractable nature of the issues at stake between the two ethnic groups. The attached issue paper also underlines the fact that the political situation in Sri Lanka remains unstable and that violence continues at a level unparalleled in Sri Lankan history.
