Sri Lanka: Information on whether birth certificates were issued in Jaffna in 1993 and 1994

A professor of political science at the University of New Brunswick in Fredericton provided the following information on the above-mentioned subject during a telephone interview on 14 February 1995.

Parallel to the administration of the Liberation Tigers of Tamil Eelam in Jaffna, there is an administration which is run and paid by the Sri Lankan central government. Among other tasks, this administration is in charge of registration of births and the issuance of birth certificates. The administration issued birth certificates in 1993 and 1994.

In a telephone interview, a representative of the Tamil Eelam Society of Toronto confirmed the above-mentioned information and stated that the Kachcheri, the Sri Lankan central government administration in Jaffna, issues birth certificates in Jaffna (14 Feb. 1995). The representative adds that the Kachcheri issued birth certificates in 1993 and 1994 (ibid.).

The Sri Lanka Monitor states that the Kachcheri is Jaffna's civil administration centre (Nov. 1991, 2).
