No information on a former finance minister named Shahab Uddin could be found among the sources consulted by the Research Directorate.
However, according to 1995 and 1996 media sources, a Makhdoom Shahabuddin was State Minister for Finance at that time (DWS 12 Dec. 1995; ibid. 14 June 1996; ibid. 23 Oct. 1996; ibid. 29 Oct. 1996; IndiaConnect 7 Oct. 1997).
According to Successful Candidates of National Assembly in Elections 97, PPP Makhdoom Shahabuddin was one of the main candidates for constituency NA-148 (Rahim Yar Khan-II) in the NWFP. Makhdoom Imdad-ud-Din of the PML was the successful candidate for that constituency (ibid.; GOP n.d.).
At the end of December 1998 the Karachi-based English language daily newspaper Dawn reported that PPP executive officials and former minister Makhdoom Shahabuddin, and others, had issued a joint press statement condemning the government for placing Benazir Bhutto's name on the Exit Control List (ECL), for allegedly "hounding" Bhutto's political secretary, and for "laying siege" to the residences of two advocates (29 Dec. 1998).
On 17 May 1999 the News Network International (NNI) reported that PPP party leaders, including Makhdoom Shahabuddin, had attended an emergency PPP meeting that was called to discuss the threats made against PPP leader Benazir Bhutto.
