Various sources indicated that there were protests by anti-government groups in Kinshasa on or around the period in question, and that "men in uniform" were involved in violent actions against civilians during that period (AFP 19 Jan. 1993; BBC World Service 19 Jan. 1993; BBC Summary 20 Jan. 1993; ibid. 19 Jan. 1993; Keesing's Jan. 1993, 39257). However, the sources did not indicate the number of participants in the protests, nor was any mention made of arrests. For further details, please refer to the attachments.

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
