Information on the most recent modification of the Bulgarian Penal Code could not be found among the sources available to the IRBDC in Ottawa.

According to a representative of Helsinki Watch Group in New-York, during the last year the government of Bulgaria has been in the process of revising the Penal Code of Bulgaria but so far nothing has been published (2 Mar. 1992).

The same source stated that Helsinki Watch has not found nor received reports of ill-treatment of prisoners in the last year in Bulgaria (2 Mar. 1992). The U.S Department of State's Country Reports 1990 states that in 1990, "(prison) conditions were stark and difficult but did not threaten life or general health" (1991, 1101).

Additional and/or corroborating information on the above subject could not be found among the sources currently available to the IRBDC in Ottawa.
