Charles Humana, World Human Rights Guide (London: The Economist Publications Ltd., 1986), p. 155.] Although Kenyan citizens are generally free to travel abroad, the U.S. Department of State's Country Reports on Human Rights Practices for 1988 notes that the Kenyan government does not regard the issuance of passports to citizens as a constitutional right and reserves the right to issue or deny at its discretion. [ U.S. Department of State, Country Reports on Human Rights Practices for 1988 (Washington: U.S. Government Printing Office, 1989), p. 163.]
2) Detailed information on immigration of citizens of the People's Democratic Republic of Yemen (PDRY) into Kenya is not available to the IRBDC at this time. The Department of External Affairs in Ottawa is of the opinion that the number of PDRY nationals living in Kenya is very small and their status is not well known. The Department further comments that Kenya has very strict laws regarding who is eligible to become a Kenyan citizen, and there are no reports of particular discrimination against people from the PDRY. IRBDC is unable to corroborate this view.
