According to the attached 23 June 1997 fax sent by the High Commission of the Democratic Socialist Republic of Sri Lanka in Ottawa,

The replacement Identity Card will bear the date it has been issued (current date), irrespective of whether a National Identity Card was issued to him earlier. It is compulsory to affix a recent photograph of the individual to enable identification... .
