A strike, which involved lecturers at 38 universities including the University of Lagos (IPS 8 Dec. 1994), was called by union leaders of the Academic Staff Union of the Universities (ASUU) during their meeting at Maiduguri on 15 August 1994 (The Week 26 Sept. 1994), to "demand better funding for higher education" (Reuters 9 Dec. 1994). The strike, which started on 18 August 1994, but created divisions within the ASUU as lecturers at Bayero, Kano, Uthman Dan Fodio and Sokoto universities refused to join (The Week 26 Sept. 1994).
Negotiations between the government and the ASUU to end the strike began on 15 September (ibid.), but in December 1994 the government reportedly stopped paying the striking lecturers because the efforts to get them to end the strike had been fruitless (Reuters 9 Dec. 1994). A 8 February 1995 AP report states that the strike ended in January 1995.
This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
