According to the attached Agence France Presse (AFP) reports, in early December 1996 a bomb blast on a train in Haryana killed 12 people and injured 31 (2 Dec. 1996; 2 Feb. 1997). Chandigarh police blamed Sikh separatists for the attack (ibid.; ibid. 2 Dec. 1996).

According to the attached Doordarshan Television Network report, police blamed militants for two 28 December 1996 bomb attacks in Sonepat, Haryana (29 Dec. 1996). The source does not indicate whether the militants were Sikhs.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
