According to an informed Persian-speaking source at the Institute of Islamic Studies, McGill University, a "Payan Khedmat" is a document or card which usually certifies completion of military service, though it can also refer to the completion of certain types of non-military service as well. According to this source, young Iranians who have fled the country without a Payan Khedmat, could be subject to a military inquiry upon return.
