According to a representative of the High Commission for Sri Lanka in Ottawa, Sri Lanka does not have any agreement with Singapore and the Maldive Islands which provides for Sri Lankans, including Sri Lankan businesspersons, to travel to/from these countries without a passport (8 July 1996). The representative added that it is not possible for Sri Lankans, including Sri Lankan businesspersons, to travel legally to Singapore and the Maldive Islands without having a passport (ibid.).
The attached pages from Travel Information Manual, which provide information on passport requirements for travelling to Singapore and Maldives, do not refer to the waiver of passport requirements for Sri Lankan businesspersons (June 1996, 237-28, 323-28).
This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
