Observation of the extraordinary parliamentary elections in
Kazakhstan (18 August 2007)

Comments:
The Parliamentary Elections in Kazakhstan on 18 August 2007 showed welcome progress in the pre-electoral process and during the conduct of the vote. However, several shortcomings were noted, some of which were serious. This was especially the case with regard to the legal framework and conduct of the vote count and tabulation, which are not in line with Council of Europe standards for democratic elections.
