This report describes the findings and observations of Dr. Silvia Casale, who accompanied two Amnesty International researchers as an independent delegate on a short visit to the Valley State Prison for Women (VSPW), in California, in November 1998. Dr. Casale is an expert in prison matters and works as a criminological consultant to the English Prison Inspectorate and to Royal Holloway, the largest women's prison in Western Europe. Dr. Casale is also the UK member of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT), which implements the Convention Against Torture, and is a Northern Ireland Sentence Review Commissioner, implementing the Northern Ireland (Sentences) Act under the Good Friday Agreement.
